Juice the lemons and oranges and combine in a bowl. Stir the sugar into the juices. Place the carrots in a large bowl and pour in the juices. Stir the sauerkraut, orange flower water, cinnamon, and pepper into the carrots and sauerkraut. Mix well and transfer to a serving platter. Garnish with the cherries and grapes.
